Enfield's Planning Committee rules on the Church Lane temple plan in Edmonton on 15 September. Officers back approval, five years after it was filed.

The redevelopment of the Hindu Tamil Cultural Association temple at 59 to 71 Church Lane in Edmonton goes before Enfield’s Planning Committee on Tuesday 15 September. Officers recommend approval, five years after the application was filed. (Enfield Council, committee report for 21/00763/FUL)
Neighbours were first notified in July 2021, and again in September 2025 when the scheme was re-consulted. The application is partly retrospective: some of the works have already been carried out, and the report confirms they are subject to a live enforcement investigation (ref ENF/25/0478).
What the temple is asking for
The application (ref 21/00763/FUL) covers the temple site and two houses behind it on Latymer Road. It includes:
- a Rajagopuram, the decorated front temple gateway
- a conservatory, a glass shelter and a store for the festival chariot
- the ground floor of 71 Church Lane becoming a community hall, with the upper floors kept as accommodation for priests
- the demolition of 34 Latymer Road to create a new access road and a 14-space rear car park, including disabled bays
- 36 Latymer Road converted into two flats, so the report counts no net loss of family housing
The temple is an active place of worship with seven priests and four full-time staff, according to the officer report.
Support outweighs objection on paper
The council notified 392 neighbouring properties. The response, as recorded in the report:
- a petition in support with 213 signatures
- 43 individual representations in support
- 47 objections
Supporters point to the temple’s cultural, educational and charitable role, and say it is the only Hindu temple in the borough well served by public transport. Objectors raise noise, parking pressure, the loss of housing on Latymer Road, and a view that the temple has outgrown its site.
The conditions that would come with a yes
Officers recommend granting permission subject to conditions and a Section 106 agreement. The key controls:
- the existing cap of 100 people on site at any one time stays
- the annual Chariot Festival can only exceed that cap under a management plan approved in advance by the council
- temple hours of 8am to 9pm on Tuesdays; 8am to 1pm and 5pm to 9pm on Mondays, Wednesdays and Thursdays; 8am to 2pm and 5pm to 9pm on Fridays, Saturdays and Sundays
- the community hall limited to 8am to 8pm every day
- a Temple Management Plan and a Car Parking Management Plan
The 2014 consent allowed opening from 8am to 10pm daily, so the proposed hours end an hour earlier. Officers conclude the scheme “would not materially worsen the established situation” for neighbours.
How the site got here
The site was in light industrial use until 2003, when the council granted a change of use to a place of worship. A replacement temple was approved in 2014 with 15 parking spaces, the 100-person cap and the 10pm closing time. In 2015 the council refused an application to raise attendance on festival days, including to 305 people on the annual Chariot Festival day.
The current application was called in by Councillor George Savva MBE, which is why a “minor” application is being decided by the full committee. Councillor Savva sits on the Planning Committee, according to the agenda.

The only other application listed is a part single, part two-storey rear and side extension at 74 Houndsden Road in Grange Park (ref 26/01120/HOU). It is at committee rather than being decided by officers because the applicant is Councillor Alev Cazimoglu. The report recommends approval with conditions.
